You're both correct.
Taken from Wikipedia...
Cartoonist/creator Georges Remi (Herge) was from Belgium....and Tintin was a Belgian boy reporter. But the cartoon was originally published in French in a Belgian French newspaper in 1929. His father's French was his primary language...but he also learned to speak his mother's Flemish.
So the language of the strip was originally French.
