They claim to want to clean up amateur and professional sports, but they also know people want to see the sub-10, 100-metre and sub-20 (soon to be sub-19) 200-metre dashes.
They also know that fans of the games have now been spoiled to the point that anything over 10 or 20 seconds, respectively, is simply not worth their entertainment dollar/euro/what-have-you. Guys like Michael Phelps and Usain (Lightning) Bolt bring people to their feet.
They want to get rid of roids, but it's actually the roids that brings in the best performances, the best turnouts and the best cash.

I wonder if they will keep up the effort after the Olympics end. I doubt it. The current measures are so strict that it would probably cripple their economy, and I imagine that Beijing residents are like the rest of us and will happily give up their starry nights for the right to drive their cars again. But let's not get too high and mighty criticizing the Chinese. You can bet that during Vancouver's Olympics, every effort will be made to "clean up" the city, including using police and private security to illegally remove homeless people from public places. The only difference is that the international media for the most part will not use Vancouver's Olympics as an opportunity to jump all over the host nation for its social problems.
