A Testarossa is a bit different from a 360 (400 bhp and 3100 lbs), but no they're not unsafe in the right hands. Generally, Ferrari's are actually very good cars (with a few exceptions) that balance performance and handling to cater to the power of the car. I was lucky enough to drive a 355 Spider once, and it was brilliant.
All that being said if you don't know how to drive it, it can get away from you. There's a fair bit of understeer on Ferraris, and if you over adjust to it you'll be off the road in an instant. This probably doesn't apply to Heatley, since his wreck was on a straight stretch of road, but there are lots of ways that safe cars can kill you.
