... a WEEK before the draft. I realize the first overall is something of a no brainer, but they've got a lot of picks after that and are trying to acquire a goalie. Raises an interesting question for me. Is the data that scouts develop intellectual property, or is it owned by the team?

It's normal practice, in business at least, that any work done by employees is owned by the business, not the employee. If the scouts were hired as sub contractors rather than employees, then they might have a claim, but usually any contracts between two such parties include the condition that the work done belongs to the party hiring the contractor. If you're a researcher for Blackberry for example (my condolences btw), the research is owned by Blackberry, not you. I guess the Oilers just didn't want to hear the opinions of people who have proven to be less than successful. The timing was probably to allow for final lists to be put together. Course, just how good are those final lists, huh? I personally would have changed over the guard right after I took over. Cranky would have been running them over even before he took over.

Good input 17. I'd have to think that some scouts are directly employees and some are more independent, so it's likely a combination of both.
WRT to the Oilers success, or lack there off, it's hard to say how much belongs at the feet of the scouts. It's true they've found very little outside of the first inning. However, I don't know the dynamic within the club while Lowe was GM/President/whatever he wanted to call himself. We know Gainey had final say on first round picks for a while. Perhaps Lowe had final say on all picks. One thing is certain to me. That lack of success outside of round one is why the Oilers are where they are. They've drafted lots of elite talent, but few leaders. Often those character guys with leadership are found later on.

Incredible timing for sure, but the draft lists will be finalized at this point. There must be someone in management that is familiar enough with the lists to be able to provide Chiarelli with the advice he will need on Saturday (Friday could be run by Katz's dog for heaven's sake). This new sheriff in town could start to turn this franchise around slowly but surely. It is soooooo long overdue.
I keep driving by that new arena that is slowly taking shape, both marveling that the on-ice product will still be more dumpy Rexall Place worthy than a shiny new Rogers Place worthy....well that and a reminder of where some of my municipal tax dollars are being deployed for some strange reason.
