Luongo was a special goalie and a great guy too. I respect his decision because it would have been easy to keep going when he was so close to 500 wins.
Florida keeps 1 million per season on the books for three years due to recapture penalty. Not bad for them considering that retaining and trading him would have cost a lot more money and probably an asset.
Vancouver's recapture palizo is 3 million per for three years. That hurts.

Can recapture penalty be an asset just like cap hit? Don't believe so. They can trade a player/contract. Once retired, the contract is terminated.

I wonder if they'll be able to appeal and reduce or avoid the penalty. Vancouver signed Luongo within the parameters of the CBA at the time. It doesn't seem fair that they would have a significant penalty retroactively imposed upon them.
