In theory, the CBA was supposed to flatten the dramatic rise in player salaries through a restrictive free agency system, plus an entry-level salary cap. In practice, the agreement failed miserably to address that issue. In 1994-95, the average NHL salary was $733,000. Salaries broke the $1-million barrier in 1997-98 (averaging $1.167-million) and by 2002-03, they were closing in on $2-million ($1.79-million per season). - article
